Updates on the housing register in MTCBC

Welcome to the quarterly Housing newsletter, where we provide an update on the latest housing register statistics for Merthyr Tydfil. As we continue to address the housing needs of our community, it’s important to keep you informed about the number of individuals and families currently on the housing register, the property offers being made, and the exciting new developments underway.

In recent months, we’ve seen significant progress in our efforts to connect residents with suitable housing options. This newsletter highlights the current statistics, including the number of people registering for housing, the properties offered, and the innovative projects being developed to enhance our housing stock. Together, we are working towards ensuring that everyone in Merthyr Tydfil has access to safe, affordable, and sustainable homes.

Housing Register applications

The banding system consists of five groups of bands of housing need which are designed to take account of the pressures within the county borough. The bands are detailed below, but are essentially:

• Band 1– Urgent Homelessness Priority

• Band 1 Reduced[1] – High Priority

• Band 2 – medium priority

• Band 3 – Low priority

• No Priority Band

 

The housing register system is updated regularly and changes daily, so the information is accurate as of the date it is captured.

Adapted property needs of active applications

Some community housing has been specially adapted to meet people’s needs or has the potential to be adapted to meet people’s needs. Within Merthyr Tydfil adapted community housing is not administered separately from the Common Housing Register, but instead, is an integral part of the one system. The adapted features of a property will be made clear within the property advert, posted by the respective Registered Community Landlord partner. There will be a requirement to provide supporting evidence from a relevant Health Professional or Community Occupational Therapy (COT) Team to support the need for the specialist adaptions.

Adapted properties are categorised dependent on the level of adaptions in the property; adapted properties will fall into one of two categories:

Category A - properties will have one or more of the following:

• Ceiling hoist

• Full wheelchair access

• Specialist bath

• Through floor lift (for properties with 2 bedrooms or more)

• Wheelchair accessible shower room

 

Category B - properties will have one or more of the following:

• Level or ramped access

• Level (or low threshold) access shower

• Specialist toilet

• Stair lift

• Widened doorways

Offers made in the quarter

An offer of a property is made by one of the Community Landlord partners after a shortlist is automatically generated after a property advert closes.

A shortlist is generated in order of –

  1. Bedroom need on application matches property advert
  2. Priority banding of application
  3. Date when awarded priority banding

In the case where an applicant is awarded Band 1 Reduced or Band 2, applicants will have their priority band reduced in accordance with Allocations of Community Housing Policy if they have refused 2 reasonable offers of accommodation. Where an active applicant is owed a homelessness duty and refused 1 reasonable offer of accommodation this will result in a review of the Homelessness application and having the duty removed as a result, which also result in a loss of any priority band status provided.

Property Development

Merthyr Tydfil County Borough Council in partnership with our Community Landlord Partners are making strides in addressing the housing crisis with a focus on developing high-quality, affordable and low carbon homes. New community housing projects are springing up across the town, providing much-needed opportunities for local residents. These developments are not only helping to alleviate housing pressures but also contributing to the revitalisation and regeneration of the community as a whole
